Why cloth soaked by Ammonium Chloride strong solution is fireproof?

Do you know, theatrical curtains and scenery are made of cloth soaked by strong solution of Ammonium Chloride. The reason was that it has the purpose of fire prevention. But why and how?
 
                 
 
If Curtains and scenery socked by ammonium chloride concentrated solution are on fire, ammonium chloride from it would be resolved into ammonia gas and hydrogen chloride. This procedure constantly absorbs heat, thus it reduces the temperature around, lower, lower, then below burning point. 
 
What’s more, two of the gases, ammonia gas & hydrogen chloride it resolved into, are non-flammable. It cut off the curtains and scenery from air, then the burning curtains and scenery would flame out due to lack of oxygen.
